Many jobs will be backfilled. I'm a manager who is leaving, and I know for a fact my job will be backfilled. Many (but certainly not all) field local manager jobs will be backfilled. The associate headcount hasn't changed, so they still need to have a certain number of local managers to supervise them. My understanding is that the backfills will come from temp-promotes, perm-promotes, laterals, maybe some downgrades, and if all else fails in certain situations off the street hires.

Whew, so glad the managers are being backfilled while the people who do the actual work get screwed with double or more work load or so we will see.
