Does it default to what someone with 1 years would get?

Iirc correctly new employees are exempt from RIF's for two years unless the entire team is let go. That could have changed though
In the RIF of October 2015 my wireless group lost two guys recently hired from ATT that had been with us for less than a month.
VZ doesn't care who they let go...even new guys.

This offer was made to people with one year or more so for this go around, you're not eligible.
Save the vacation and in some states personal days and you’ll have some pay coming.
