Verizon Connect didn't have a VSP offer either. Likely downsizing without any incentive.

Oath had no VSP, they're getting a RIF after VZ takes the tax write-off. What other groups had no VSP offer and what is their future?

So according to the article, Oath is losing money every single day it keeps the lights on. Sounds like Verizon is actively trying to sell the whole thing ASAP to avoid severance, and if they can't, they'll shut it down posthaste. It'll probably even be sold for $1 type Washington Post type deal.
