It must depend on what department you’re in. When marketing did layoffs in 2016 people asked for packages and were turned down flat. Somebody asked Moldofsky on an all team call if they could request a layoff and she laughed at them and said no.

You are correct. During the last E&E round a TM who was approaching retirement asked for a layoff. He was refused, they got rid of somebody else, and he retired shortly after. So they killed two birds with one severance.
I’m approaching retirement myself. If I thought it would work I would ask to be let go to save a younger colleague’s job. But I know it will backfire.
If you raise your hand, then your boss knows you want to quit. Mgt will just wait it out til u can’t bear the pain of this place

I did this. Tell your manager, one-up and two-up (via email is fine) that you have some personal circumstances that would make it preferable for you to be laid off (and to receive a salary continuation package) when the next major "re-org" occurs. They gave me the standard line that there are a lot of considerations to take into account, HR processes that need to be followed, etc. -- but next thing I knew I was then part of the next major "re-org" that occurred within the group.
Talked to my manager and she gave ma a firm "NO"...
