With the outsourcing of IT; when should the remaining call centers expect to be outsourced? Will they be offered buyouts or severance?

Of course. That 'Voluntary' list you see is everyone they can afford to lose. You're going to have to try to act surprised when they start by outsourcing Technical support and then use that reality to further constrict staffing.
You don’t get an option for severance if you are rebadged to an outsource center. It just depends on how the company decides to get rid of you. Severance is not guaranteed.
