Is it safe to assume that unemployment is not available to anyone who volunteers for this package, but chooses to actively seek new employment?

Sometimes it is. Sometimes it’s not depending on the state. Don’t count on it and always file a claim.
My state's requirement is, if one leaves under a program to "reduce force", then they qualify for UE. I suggest contacting the UE office to find out the deal in your state.
Better contact your unemployment office. This is not a RIF no one is forcing anyone to leave.
You are being laid off... the difference is that the company is letting people volunteer to be laid off. The federal law takes precedence and the law clearly states lump sum does not impact your unemployment. All states have to enforce the federal law. Simply call your local unemployment office.
Voluntary separation not the same as RIF severance.
It varies state by state. In my case I could not apply for unemployment until my severance period was exhausted (as I was essentially still being paid). But that as a RIF. In your case it might be legally different.

You need to check your state requirements. If you leave voluntarily without cause you may not be eligible for unemployment.
Depending on your state, you will qualify for unemployment after your last day VZ. Your severance is basically the company paying you not to sue them.
