Cleveland, Ohio, suffers from a lack of meaningful broadband competition. With only one provider AT&T has avoided upgrading lower-income minority neighborhoods at the same rate as higher-income parts of the city, despite decades of subsidies and tax breaks intended to prevent that from happening, according to a report by the National Digital Inclusion Alliance (NDIA). Even in more affluent neighborhoods, users are lucky if they have an ISP that can deliver speeds over 20 Mbps.

I happen to be involved with the ongoing fiber build on the east side of Cleveland right now. I’m no expert on urban life but the neighborhoods getting fiber are places I would consider minority areas or as you say “low income”.

AT&T has a finite amount of Cap-Ex money to spend. That money will go first to where there is maximum return on investment - business 101. They're a business, after all.
AT&T has pulled a con job to the US government for years with all this subsidies that never did anything for poor neighborhoods telecom needs. It pays to be white in america

my observation is that has provided the worse possible service and did not allow other providers to compete, just like the child that does not want the toy Until someone else takes it, looks like AN ANTITRUST case study to me

Do you mo--ns know how much it cost to provide service in these areas? If it was easy or cheap why isn’t google, or comcast or anyone else doing it?
