International is already razor thin. Not much to cut.
Yes, it is true. I think it is because there are many different laws regarding severance in other countries (some get better than the VSP) and it would take too much time to negotiate them. That said, they are not immune from RIF - I just had to let go one of my best people who was in the UK.
