Why do they need so many sr sourcing managers?

In C&E for ATTSE sometimes Network Managers would take on the role of "PCR Manager" (in addition to running the shop per usual) if assigned by a 2nd level. This was when they couldn't get a req for another Sr. Sourcing Manager FTE quick enough, or when the full time need wasn't there and we had an incidental project such as a change order.
Paid way too much
Job title also in mobility. They manage vendors and contracts for vendors who repair cell sites.
A lot of Sr Sourcing Managers in ATTSE audit contracted operations such as pole setting, digging hand holes, and placing conduit.

Sourcing managers are Contract Managers. I know for a fact they will let go many of them on the wire line side.

Not sure what a sourcing manager does
