If you are interested in finding a job outside of AT&T for whatever reason, is there any downside to volunteering for the MVO offer and looking around for a month? Then, if you find a job and get to leave with the severance, great! If you don't find a job then you just rescind your offer to leave by the date and time listed and stay with the company.
Yes, I know they could then have you on a list as wanting to possibly leave. Let's assume everyone is on that list for the time being.
If you are non-bargained, the downside about volunteering is that if your leadership is old school they might treat you differently because they feel you want to leave the company.
They are not supposed to, but it can impact future career growth.

If you volunteer and rescind, you are only at the top of the list if the company wanted to surplus you. On the notification date, the volunteers and surplus status is set. Some departments have a surplus volunteer date notification, vols gone, then a surplus date. Our last offer came with a notice that because there is no surplus at the same time as vols, the vols are not eligible for unemployment. This is not true in our state, but may change. Verify for your state.
But am I reading correctly that there is the option to change your mind and stay even if you submitted the initial form to volunteer to leave? Just want to make sure I interpreted that right.

My manager told me that I moved to the top of the surplus list by doing this, but I don't think the surplus rankings are entirely in the org's control to begin with.
The downside is that if you are surplussed, you have priority placement for internal jobs. You obviously will not have this with the voluntary offer.
After you submit your election form, HR replies back with severance calculation and a statement that your manager will notify if the company will accept your election within a certain date range in mid-July. I'm not sure if it is the same date for everyone or if it depends on when you submit the form.
