Are the people who get the offers mostly the only ones being considered for termination? If enough don't volunteer, do the remaining people who had offers lose their jobs anyway, or is there a different 'cut list' if there are not enough volunteers? Just curious if anyone has info on that.

So there is a number for surplus PERIOD. The volunteers will count toward the surplus and if the aren’t enough volunteers the reminder is surplus normall by you being the lowest “ranked” within you title or team. There are groups that will not be a part of the surplus due to new business or just acquired. The rumor for management is 10%. The max severance package is 6 months pay volunteers or not.
Whatever happened to layoffs/surplus being tied to performance or lack thereof? Pitiful
They'll solicit everyone in a unit that has excess employees, but will select in seniority order. There will be people who would like to retire with a severance bonus on the way out the door that will take the offer.

NO, not safe. method used for surplus reduces companies risks.
Most offers go to the protected classes (age, race, ...). If on the cut list but volunteer, the reduction does not count against discrimination. Then add a generic group to see if some want to leave. This second group is why volunteers may not be accepted. If on the cut list, this third group could be asked. Then the surplus was voluntary and not forced.

I don’t believe offers will be extended to a specific person but they may be limited in the number.
