..Would the current batch of Systems/Solaris folks be still around ? The customers still have our products. I wonder if Oracle plans to keep around the remaining folks for longer time.

Sparc is the only HW not affected.
Wrong. Spare is only safe from Meltdown. Spectre is just as bad for Spare as any other chip. Solaris on Intel is vulnerable to both Meltdown and Spectre. Who knows if or when we'll ever patch. If I were using Solaris, I'd be pretty angry right about now!
Apparently ES didn’t realize that massive cuts with zero empathy would be discouraging to survivors too and weren’t prepared for as many to jump ship this fast, so now they need to backfill.

True. Regional bias by higher-ups in org during layoffs is pretty glaring, and defies talent or cost logic. Regional rules can slow somethings, not stop it.

Are you talking about engineering or sales? the latter one has been OFFICIALLY killed last december, at least in EMEA, even if details of the killing are still to be disclosed per each region..,

You don't know Oracle very well. We will abandon our customers at the drop of a hat. As one of countless examples, look how we handled Oracle Forms. Sure, we keep accepting support money, but there is no one left who can fix even the simplest of issues. Or how about Hyperion? There is a mountain of customer bugs waiting to be assigned, but only OCP stuff gets fixed these days. They aren't even fixing serious security flaws anymore. Zero engineers to do anything.
They are giving raises and promotions because the know they cut too many in September and they are trying to keep the remaining Solaris people from leaving. That could change in a few years but for now, that's what they are doing.
