But we will hire contractors to do that work at 2-3 times the cost.
As long as the OT column on my spreadsheet is within range, who cares about the vendor cost column exploding.
Makes TOTAL sense.

Just sell the wireline
Yesterday, I called an ED to approve a contract to augment his organization's 2018 headcount (hundreds of people overall). Meanwhile, his entire organization was RIFed. In outrage, he didn't want to approve it because he felt it was unethical. I cannot confirm any reason, but he's resigning. Some people want to do the right thing, but Verizon has brainwashed the majority to accept this as normal. A software developer is a software developer, so there's no way the work couldn't be done by the Verizon employees being RIFed. Also, Verizon and others say there's no skilled workforce in America so they can hire H1Bs at 70% of cost to drive down wages. Oh yeah, if your a shareholder and this type of greedy management helps you, you obviously do not work because people that work don't have millions of shares.
Capex vs. Opex
Your salary/OT is expense. Large companies HATE expense.
They can pay contractor salary/OT out of capital which looks better on the books.
I’ve seen Verizon spend up to 25:1 (capex/opex) in order to cut expense.
It’s a total knee jerk practice and why I don’t own Vz stock. They will spend sloppy just to make EBITDA look good.
Contractors keep them from paying benefits idiot
VZ has never met a contractor or consultant it didn't like, no matter what the cost.
