Every March And September just like clock work they kick the employees that know what they are doing out and give it to the offshore.

You are thinking of first and third quarter surplus. Are these management titles that are getting axed semi-annually? They say the hourly benefits are better than management - and they're right - we get quarterly surplus and have the added privilege of getting canned in June and September as well!

I worked alongside an Outside Plant Technician in NC who was hired as a temporary worker, (which AT&T treats as regular, full-time, with benefits except that you don't get to participate in the priority job bank and have no surplus rights.) He makes it to 2 years, is offered a permanent position, accepts. He is "bumped" or surplussed 2 months later by a Digital Technician (30+ years) who was also being made redundant.

Never heard of what happened to him. Technically he could have bumped a Wire Technician within 35 miles or taken the layoff. With NC unemployment benefits capping at $350 for 12 weeks, I'd sweep the floors to stay on payroll and keep my tenure going.

They outsource to any vendor they can regardless of what country the vendor is in. It's much cheaper for AT&T to not have actual employees.

The bloodbath continues....I was surprised in July and found out that two weeks ago the rest of my former team was advised of another surplus notification. It mostly affects management titles, not sure of any craft with this one.
