I'd like to volunteer for a layoff - given my family situation I'd be good for me to move on - do you know if at&t will allow me to apply and would something like this be normal. I am hoping to get some severance as I part way, granted this would be nice but not necessary. I'd even do it without any compensation, I'd hate to see someone lose job and then me quit just a month after that or something like this.

I volunteered when the layoffs first started in 2015. My director and manager were super angry, but I got a full severance.
Some IT orgs did get the volinteer letter. If your are retirement eligible you can ask your management to put you on the next list. To improve your odds. I was told last year volunteering after they notified people would not save some else. Not sure if that was accurate information at that time and I am not sure if that is the case this year
You are only have the option to volunteer if you reside in an impacted work group. Then there are no guarantees you would be selected. They cannot allow just anyone to volunteer considering expense to the company (severance pay) is at play.
Like has been already stated, if you were not on the call, you will NOT participate in this round. This round appears to be targeting specific people they want OUT.
Last year around this time they did ask for volunteers but they were up front about it. This time if you got the call your out and if you didn't get the call your stuck unless you resign.
