$100M lost to storm damage is nothing to AT&T. With 2016 revenue at $163.79B and earnings at $12.98B investors won't even notice. Cutting 1000+ low level managers also only lowers operational cost by $100M.

The real question is, will the management cuts reduce revenue in the year or two ahead through lost opportunity and will those managers go on to competing companies and even the playing field faster than it would have been otherwise? Very few employees have non-compete agreements.
