Which level of management makes the decision to layoffs a particular group or Center? For example third level? forth level? And what influences the decision making to pull the trigger one such decision?

That is not the way it works. The percentage of a protected class that loses their job should not be higher than their previous representation in their total affected pool. So for example, if a protected class makes up 20% of an affected group of employees, then that class shouldn't make up 40% of the employees that end up being impacted by the lay offs. If that did happen, there would be a greater impact to that class' previous diversity level, which is not ok. It doesn't mean that a protected class is always safe. I also doubt there are only 3 people in your entire impacted group.

" That means me being white - male, and the only other person in my 2 person group is a Hispanic female, I can kiss my a-- goodbye! Although I have more skills and more competent in job performance, but because she a female (check that box) and Hispanic (Check that Box) she could crap on the boss's desk and keep her job

Large surplusses are coming down from high above. 3/4/5s don’t have a say if a re-org or surpluss is happening. Surplussed managers have been ranked by their supervisors. Leaders in the 3-5 range create the new org structure and map hownit will look post cuts by “boxes.” If a level 4 and down org has to cut 15% of their 1Bs the bottom 15% of the ranking of 1Bs will be put up to HR where they run their tests to comply with federal law. That’s overly simplistic but kind of how it runs in a non retail, bargained for world.

Finance and HR depends on the situation. Many times HR takes precedent if you are a protected class.

Labor and HR are constantly monitoring and adjusting the headcount models based on various metrics and financials per department. The ultimate decision (Yes or No) is made at the GM/Director (level-3) level.

Consultants are often brought in to "help" the company achieve "efficiency". It has been my experience they look at levels and functions and not what people bring to the departments/company.

This round of layoffs caught our 4th level off guard. I believe this decision came from the C suite and mostly was influenced by the stock price which they are attempting to bring up for the TW merger to go through smoothly.
