The market is hot in the Bay Area... That's a plus... The easy way is to go with headhunters, they will find you a bunch of things but many will s--- work wise - the pay will be average... You can build/scrape a small list email addresses of companies you are interested in - automate emails, send a 100 you will get 2 or 3 interviews - i've done this many times, it always works this way (literally i'd say - need a job, an engineer, contact me if you think my skills match whatever is open in your company)...
Network, talk to people... Ping every single person on your linkedin profile with a note that you are available and that you'd be happy to interview if they have openings. Do the same thing on Facebook, if you have folks who are in the same industry...
Do the traditional route as well, but that's hard - looking at websites, submitting profiles, etc. Takes forever, and it's a long shot as 100 other folks is doing the same thing at the same time.
Dont worry about your non-US degree, after all that time at Cisco your work is all what matters -
I've hired over 50 people in my career, it's a non issue for for folks with 10+ years of experience...
Check out Upwork.com, just for a reference, see if folks are looking for super short gigs in your domain, you'll be surprised how much work is out there in random areas - that's just temporary to keep you busy, it's likely you will not be able to find a long term thing there...
