Is this all supposed to happen at a certain time? Do we just wait around all day wondering? If your off will you get a call?

I was off today and was notified by dm around 11am.
Just received communication, affecting all of the business, I am in Network. the notifications have begun.
Will happen after 1pm. HR will have severance package to deliver for legal reasons. They go in alphabetical order ,your manager is optional to be in the room. Local HR finds out from corporate HR NJ who will be receiving severance package.

Not true on email. Last round they gave us sealed envelopes day before with a folder for each ES and it had their severance packages and all documents in it. If it's going down they will have gone over it and scripted it out.
They usually get an email with severance documents the day of layoff, they already know the names and positions. GM or DM will be in to deliver. Curious to see if anyone else walks out today, I'm leaving in a week or so anyway to another carrier, and yes I would raise my hand if that was an option but it's not either way
Former GM here who let people go last round. The whole Southeast had a set time everyone did it, I think it was 1pm. We had to call all ES day before to schedule a meeting for TDay. If they were off we asked them to come in. If GM was out DM carried out firing orders. If you're on leave or vacation HR will call you to let you know you're fate.

When I got my notification in October 2015 it was at about 1pm.
