We had 2nd levels that moved up from craft in my department. they were totally knowledgeable in every part of the job. ATT pushed them out in 2015 and now we have very few who know the job. when problems hit they are clueless and just blame the ones lower. This department is all management and supports the CO's and mobility offices as a tier 3 group. OCATS will become another outsourced group very soon.

Agreed, most Area Managers Leg B_T / A TO. Don't have the technical acumen to support Their teams, they are way overpaid, for what they do, common theme iaming them "they really know how to kissass "

Do you know how to say union? more management less strike possibilities.

Move to 2017, Now the method is to dump employees and go to contractors to save 401k and medical.
