That's because dumb managers rank (not rate) the ones that actually want to leave higher than those that want to stay. Somebody WANTS to leave? Give us all a break by ranking them lower than the folks that want to stay. Then the ones that want to go can and folks that want to stay might have a chance.
Push your leadership for truth in rating (A-F) and ranking (1-10). Promote use of these measures as AT&T Human Resources says you should, not like some organizations that base rate/rank based on how much year-end bonus is available. Bonuses are supposed to be granted on a case-by-case discretionary basis - not just 30% off the top. Really wish leadership would read and follow the dam rules.

Yep. there isn't a real clear rhyme or reason as to who gets the axe and who stays. but then again that is AT&T....never logical.
My group recently went through a surplus and we were asked if we'd like to volunteer but were told it wasn't guaranteed and sure enough when the axe came down some people who volunteered stayed and some who didn't were surplussed.
