No one is safe. As a employee about to get surplussed the HR rep on the MESA (Management Employee Surplussed Assistance) let it slip that the MESA meeting are held every Tuesday 52 weeks a year. Once she said this there was an awkward pause. So yes, there will be surplussing until ATs employee (not contractor) work force by 30% by 2020. Donovan said as much in a town hall meeting on the skills pivot in 2016.
