Massive IT layoffs forthcoming in less than 5 years if not willing to relocate to Atlanta or Virginia. Is there any recourse?

Layoffs at DELL EMC, Louisville CO site on October 30th 2019, almost half of the site is impacted, pity politics at severance packages
Layoffs are now making rounds. With the new leadership of different groups (for some groups, 3rd VP in 2 years), a new direction and agile are a common theme. More care for stock price than employees. As new org charts are created, with consulting companies, layoffs are occurring mid year, the end of the 2nd qtr. No one knows if they will be next, which is terrible for morale.
They just laid off a bunch of IT people on Wednesday, May 1st 2019. Even the people hired in Georgia two years ago that several of us trained, were let go. People who relocated their family to Georgia to keep their jobs were laid off. The majority of the talent, gone. Leaders come to Anthem, get rich and leave a bigger mess every time! Nothing but greed! As so many are laid off and full of fear and stress because they've lost their income after working there for decades, the leaders are laughing all the way to the bank!
it came... people have started getting notice... manager are telling that limited relocation budget hence not offering to everyone..... and hence some res who is ready to relocate management is not interested ...
doesn't add up as the sever which is few month sal is larger than relocation cost ..
Write to the governor of your state and tell him approximately how many IT jobs are leaving his state.
For example, Ohio has approximately 1,000 Anthem IT employees, and most of these jobs will be moved to Atlanta.
Maybe your state's governor can work a deal with the governor of Georgia. Or maybe he can work a deal with Anthem. For example, Ohio may not want to do business with a company that dumps 1,000 Ohio jobs for no good reason.
The 5 year plan is really a 3 year plan, with a phased approach going team by team with completion in 2019. The first teams have already started... so watch out Anthem IT OPWs it is now time to serious start looking for a job at a more forward-looking (and thinking) company.
The best I can piece together...E suite has communicated down to senior VP and staff VPs. Directors and Managers will be notified in the next month or 2. Expect people to start finding out by March/April. Perfect timing an anemic raise and AIP season. If you are not in core location and not willing to relocate you should start sending out resumes today! Just like someone else posted, no guarantee that even if you relocate to Richmond or Atlanta that you won't get cut in a year or 2.
Which areas have gotten timelines and what are the details (e.g. Severance, dates, when those tha aren't invited will be laid off)? As far as I heard, they are still being tight lipped and not providing specifics...
Culture Survey, what a complete joke! And So It begins this month. Some will be offered/forced to relocate or be laid off. The rest will be simply laid off. Hear that whooshing noise? It's the brain drain!

Personally I'm hoping it's the 401k match plus all vision and dental coverage. Once that's out of the way we can really get started rearranging the deck chairs on this burning trash barge. There is no recourse. All the top talent will leave before then. None of the people I have spoken to would like to relocate just to work in the same building. Most leading edge IT groups are working virtual while Anthem races to become a retro shop.
Nope, there's no stopping the "race to the bottom" train. Anthem's end goal is to replace every single IT employee in the US with barely literate dunces sitting on the other side of the world. Go ahead and move to Richmond and see if you don't lose your job a year later anyway!
Protest , media exposure, any ideas on how to stop this fro happening?
