Duke Power gave up on this publicly available PLC (power line carrier) several years ago. They, and some other utilities use a similar technology to read meters and possibly for their internal networks, but it's not feasible for mass distribution.

The company has a proven track record of announcing all kinds of stuff and never following through. This is just a shiny new idea they'll lose interest in after a few years.
The only thing they stick to once it's announced are layoffs.
CWA Calls AT&T phamton deployment to major cities was a major blthat AT&T isn't willing to actually spend the money to make that happen. Fixed-line investment is dropping year over year, and "GigaPower" is largely just a PR exercise aimed at countering Google Fiber in the media.
The fact that this deployment will never actually happen outside a few developments apparently doesn't bother the Communications Workers of America, who are incredibly impressed with what AT&T's doing:

So either the CWA doesn't care that AT&T GigaPower is largely a bluff (bad) or they didn't bother to investigate it deeply enough to even know it's a bluff (worse). Either way, after the CWA helped AT&T lie about the job and economic benefits from the failed T-Mobile acquisition, the organization shouldn't be too surprised when people increasingly find it hard to take them seriously.

Unlicensed spectrum running through "plastic" antennas mounted real close to high voltage trasmission lines. What could go wrong??
Like most of AT$T's endeavors this too will be a half assed try at a new way to deliver service. If they're successful it will mean an end to our technicians because they aren't power technicians and it would be too dangerous for them to operate near these power lines.
