I can tell you that 70-75 management level (not necessarily management) positions are being eliminated and the news will be released very soon. This is just phase 2 as this happened this time last year as well. We can expect more of this every year. The performance of the individual as well as his/her importance seems irrelevant. At least 300 people have been notified that they are on the list of potentials - locations vary from WA state, Atlanta, and beyond as I understand it. One could imagine that the company is hoping to scare off as many of those remaining 225 employees via "natural attrition" to avoid having to pay severance. (i.e., if you leave voluntarily, there will be no severance).
You may also notice that many jobs, including national security-sensitive NOC/network positions are popping up in Czech Republic. This leads many to feel that this is not a matter of "surplus" but a matter of outsourcing.
As of now, being part of the union seems to be the only safeguard (for now). Of course, in the end this may not matter, but it does seem to buy time.
