Not really. I've been through a couple of those in my days and QARs don't even remotely resemble them, apart from the fact that one sits in the room with two managers and a stewart.

BS. That's why VZ got sued in NJ for this practice, by managers and not craft. Beasley brought this nonsense to NY expecting to crack the union with it, but failed miserably. A few people got fired, many more suspended and some of the others just put the papers in, but nowhere near the number that would make a difference. He did get a vast majority of employees - management and craft alike - pissed off to no end with this practice, though. Which could've been his goal in the first place.

Reality check: NYS is home to more than 1/3 of the striking workforce. No contract will be ratified without it. And people there won't return to work just to get QAR'd again, that much is certain.
There were other requirements by VZ specifically addressing this area which are highly unlikely to be agreed to, ever. So while some of this stuff might be holding the negotiations back, it's with a good reason.
