I can't say much about the mediator, but VZ is definitely in bed with the administration. The likes of NSA love VZ since it makes their job so much easier, as do other LECs/ISPs, in all fairness.
This is nothing new. It has been a fact of life for the past 15 years or so at the very least.

What is the point of this, the companies lobbying efforts are down drastically, so what?
Verizon hired 146 lobbyists in 2010 and in 2015 they only hired 98, a 33% decline in the number of firms hired!
