There's a letter from AT&T to the CWA that is titled: "2016 Scheduled Legacy T - AT&T Occupational Represented VTP/Surplus Declaration Windows" and this letter has the Declaration Date as 6/15/16, the VTP Off Payroll Date as 7/15/16, and the Surplus Off Payroll Date of 8/26/16.
