My new boss is dumber than a fence post and beyond redemption, she has delegated his entire job to me for the most part, what should I do? or it may be time to find another job.

who the f--- cares if your boss forces more work on you. You cant understand the purpose of this site so no wonder you get pushed around.

I think it vary well could be a tactic. That's why OP make damn sure you are documenting with mid year around the corner, you pigeon holing could be a recipe for disaster.
That may be a tactic to get rid of someone, i had Great managers in my time with the company, leaders who seek the most talented performers, and invest themselves heavily in their development, and don’t fight to retain them, when their time is due for a promotion, on the other hand I do know many Supervisors that would not find a job anywhere in this planet, with the same roles and responsibilities and rely solely on others to do their jobs, that is what most of AT&T management culture is all about,

How about we just ask about diet fads, mortgages, our spouses, what kinds of tv's we should purchase.
OP has nothing to do with layoffs or being surplussed.
I wish people would stop telling people what essentially this forum is and isn't for, again typical of ATT dynamics. alot of insight and even improvement can come from how work is delegated in a surplus envoirnment.
No dialogue or question should be restricted. That's part of the ATT with all these self imposed fake rules so much so , real meaningful work can't be done.
op, this is the new normal. I would address your concerns openly with ur manager, about work load. Offer suggestions/compromise. Document everything, because ratings could be affected. I honestly in tandem would start looking as well.
This is really not a message board to get advice on "managing your manager". If you can't handle the delegation of your managers position, which is normal part of any company not just AT&T, then you should ask them for a different assignment. If that doesn't work, then resign and find new employment.
