Fairpoint had filed for bankruptcy protection before the strike, which gave them access to a number of tools that VZ doesn't have at hand, since no one in their right mind thinks that they would even consider such a filing.

Shelton is saving Vz a ton of $$$$, he won't allow enhanced offers because membership will go to low but everyone is gonna leave anyways because they don't want to through this again.
