Is the team manager for customer care 3rd tier? Would I be able to ask my manager if he knows what is going on (if he is 3rd tier)?

No one, no matter what level, is going to tell you anything beforehand. Surplusses are well scripted and executed at appointed time. No sooner.
Third tier? More than likely you mean 3rd Line or 3rd Level which is a Director. So no, your team manager of customer care is not going to know anymore than you do because that person is probably a 2nd Level or 1B Level.
