Always a date for something. This one is 20 May 2016 for contract ratification and if not ratified is this the date that VZ begins to replace Union members with the new hires? Lets face it...no ULP called and Impasse declared with the Last, Best and Final Offer. The company is hiring folks in droves and it is obvious that VZ is willing to go well past Christmas if they want to.
The NLRB mandatory bargaining requirements have been met with the final offer and things such as call centers, staffing, etc. fall under a managerial 'in the best interest of the business' function that is generally not a mandatory bargaining requirement.
In short...the Union has been routed and it seems unlikely they have a strong legal recourse as VZ seems to have met NLRB requirements.
Verizon does not appear to be concerned about the meager %7 profit that wireline brings to the corp and appears to be willing to decimate the wireline business and flush down the Union. Once that is done one would guess the next step could be to spin off the OSP and let them run as a CLEC. Keeping Inside Plant and fibers for merging into the wireless business.
