Surplus and RIF

Why does AT&T call it a Surplus and Verizon call it a RIF, but neither calls it a layoff?

Was Surplus just a Southwestern Bell/Ameritech/Pacific Bell/Bellsouth term that carried over while RIF came from Bell Atlantic/NYNEX/GTE?

Why the different terms if almost all came from Ma Bell (or in GTE's case, Cousin Ring)?
