Op, The answer is very simple. The union wants to stop paying out from the strike fund and they have allowed Verizon and mediation to force them into a bad deal just like 2011. Come 2019 our membership will be less than 30,000.

Bernie and Hillary are getting married and the union will be broken. Conference bridge at 3am cause its super secret cause the union sold us out and Mars is going to attack in a week, I told you this a month ago, see I was right! And Washington is watching a storm which was part of the sellout contract to ruin lives and eat babies. That's why the gorilla was shot, to keep the truth hidden from the union minions. ALL AIR CONDITIONING WILL BE BROKEN TOMORROW, MARK MY WORDS. This was a hidden part of the contract, and they will not be fixed. Vote NO to this thing we can't read because we lost our glasses and it's in Chinese because they run the union and the Russians run the company. Do me a favor and shoot me like I was a gorilla dragging a child so I don't accidentally vote yes for this contract that doesn't really exist, except on Mars which is why they are attacking us.

Ratification is only a formality for CWA locals. Their President signs the contracts, and does not need ratification to make them legitimate. For IBEW locals, its more complicated but basically ratification is a foregone conclusion, and since there is an agreement already in principle, they come back beforehand.
