Delays from the CWA membership come from a general response from members unwilling to return while final issues are worked. The general message was that the talks are this close and members already worked for 10 months with negotiations failed is a strong response to leaks surfacing 5/25/16 that workers would return June first.

You'll all go back as soon as your masters give the order. You're union members. You aren't allowed, or able, to make decisions on your own.
