How exactly do you outsource a cable splicer's job? j/k It's the $48K customer service jobs they want to ship out.

Anyone who's called VZ and been put on hold transferred dropped, can you blame them?

A percentage of splicing is already handled by contracting.

The Union knows this. They knew in 2008, 2011, and 2015, and nothing has been been done about it.

I believe the OP is associating the word outsource with sending the job overseas. Outsource in this case OP is hiring which ever U.S. based contract service group that will do the job for the lowest possible price. While this might sound like a good decision on behalf of the business, hiring these contractors leads to the job being done half @$$ed because the workers are being payed next to nothing and also by being allowed to hire contractors, we as a working class are driving down our wages while the corporations keep banking billions of dollars in banks overseas to avoid paying taxes. Outsourcing is a win/win for the corporation and a lose/lose for the American worker.

op, the majority of phone calls to Verizon are already being handled by "vendors" not actual union member, Verizon employees. The problem is that these vendors don't have the same "code of conduct" or call discrepancies as the union members. Trust me, if your call has been transferred or hung up on, it has not been by a union member. Every call taken by union members is recorded and most are also listened to live by a manager, who's primary job is to find anything wrong on the call to justify suspending or firing the representative. Yes, you heard it right here, the managers at one point had training classes on how to best suspend and fire they're "teammates." I'll give you an example. Let's say you call in screaming because your service has been out for 6 days. The representative is required to offer you EVERY product or service that Verizon provides that you do not have on your account. So, while the customer is screaming and cursing at the representative, if the manager is listening to the call and hears that just 1 of dozens of products and services that are available is not offered, that manager's job is to write up, suspend or even fire the employee. Keep in mind that most of these representatives take 40-60 phone calls per day. NO ONE wants to hear or believe it, but from someone who previously did the job I tell you, it is probably one of the most stressful if not the most stressful job in the company. Not because the job itself is difficult but for the fact that the company is forcing in many cases the representative to be unethical and if this ridiculous set of sales "cramming" activity is not followed 100%, you know that you may be the next one to be walked out the door. I don't care who you are, how smart you think you are, only 1 out of every 25 people trained for the job of a phone consultant actually get the job. After finally getting the job, many of those 1 in 25 wind up quitting within a year because of the amount of unnecessary stress and harassment within the wall of any given Verizon office.
