Yes I have heard that many managers are using a spreadsheet, however in ours we rotate our performance reviews so that everyone occasionally gets a good one and we understand that we occasionally get a bad one. The goal is to ensure that everyone is happy and on the same page no matter what your actual performance is. There has been talk that next year our managers will stream line this process and go with a "Wheel of Fortune".

I find it utterly amusing that Donavan's baby "this retooling initiative" is an utter failure with resounding comments from people in the respective field on content and deployment yet his team won't pivot and at least try and test and test some alternatives like trialing testing other programs and approaches.

Eg...MIT has a gui interface for building apps, why not incorporate code writing learning etc into an initiative. The missing component isn't just content its application.

That is the only thing AT&T leadership is good at creating useless spreadsheets and basing their decisions on them. Clueless idiots.
