Speaking as a software engineer with a lot of experience using Amazon's cloud service, I honestly don't understand what niche AT&T is trying to fill here. OpenStack cloud? Great for hobbyists and new small companies, but it would be a nightmare to move from Amazon's excellent tools to whatever throw together garbage AT&T will have. It takes a while for open source software to develop into something worthwhile.

We may have the largest OpenStack private cloud by 2020; but we will by no means have the largest private cloud. Estimates from 5 years ago put Google's cloud around 900k servers, nearly twice our stated 2020 target. They make their own software, you know, because they are a software company:

OpenStack public clouds cannot complete with the likes of Amazon, Google and Microsoft. So it has filled a niche in the telecom private cloud space. The software is still immature and lacking all the features needed for full automation.
We aren't going to save any capital by migrating to OpenStack for everything. We went from paying vendors for hardware to paying the same vendors for software to run in the cloud. Then we pay other vendors for the white box hardware, and more vendors for OpenStack integration and more vendors for the middleware pieces manage the cloud. The only savings is through labor reductions, because if this is built properly (big if) you'll need way way way less people to manage the network.
