So what happens if you do apply to, and then work for a competitor? Do they sue you if you begin with them before the 6 months is up? Or do they simply not provide any information to the new firm? I only worked at VZ for 1 year, so i really don't care if they help me out or not. What can VZ do to me?

non compete agreements are invalid unless a company pays you not to compete

That's a crock of chit. VZ does not allow one that has been RIFd to rehire or work for a VZ affiliate for 6 months after RIF. Once RIFd any other non VZ affiliated company is fair game.
Verizon however does allow you within those 6 months to collect cans off the street for the nickle refund, so that you may support your family

Verizon for some reasons unknown hinders you from moving on, even when it's Verizon that lets you go. They did this in 2003 with technicians that were laidoff. They refuse the other employer any information on the employee they let go. So the applicant had years of unaccountably in his employment record. This was huge when entering a security sensitive company, and need to be vetted. Verizon literally stonewalled them, and refused to even acknowledge the employee had even worked for them . Some applicants were not hired because of this tactic of Verizon. I Can't figure it out.
Not sure why as many Verizon policies make no sense. But when you take severance from Verizon, you cannot come back for 6 months after your last day on payroll. So if your last day was 12/31/15 you won't be able to come back until 7/1/16. Sorry for the bad news, HR should have let you know before you left.
