From a HR source, the company expected employees to jump at the chance to move to HQ. I want to move to New Jersey said no one ever. This miscalculation resulted in 3000 severance packages over budget for 2015. So yes severance will be changing for 2016. If you have any doubts, go into About You and try to research the company policy for severance packages. You won't find any information. It was there last October but quietly removed last November in preparation for changes in 2016.

True savings for Verizon, that was the object of the meeting.
If that is true, I only see severance cuts as a precursor to accelerated head rolling.
