After the last layoffs in November where 60% cuts took place the last remaining contractors have been released just before Christmas

No it cannot be withheld unless it was written into a contract prior to your lay off. There is no "yeah but" game with severance here.

Be advised your severance payout can be held up if you do not return ALL company-owned items. You dont want to have a Oops moment after you no longer have access to the building.
