Besides being a high tech company, isn't Verizon also still considered a public utility? If they are, in my opinion they are not providing the level of service that they should be.

FiOS trucks on the streets and the stores on the streets, are the face of VZ. As long as you have those out there, for people it is a utility company. Remember water, cell, sewer pipe, data pipe, gas pipe are all considered by people as utility services.
Weather VZ likes to be called a utility or not does not matter. 99% of the people know VZ as a municipal service like water, sewage, electrical and roads. Most of the people do not know anything that VZ does to change its image, and those who know rub those off as child's play or side business and not core business.
Yes they are a public utility when it comes to Voice Services (served via fios or via copper, even if its two cans stringed together by string), however, when you have them in your pockets, does it really matter.

Verizon is only a public utility when it is beneficial to Verizon. And when it's not, they throw there hands in the air and scream "we're not a public utility" They play this scenario beautifully.
