I have heard of some folks who retired the last day of August due to fear of being laid off. Do you think the EEOC would include in a class action suit? They all had 30+ years with the company.

If management created a hostile environment meant to drive certain employees out, that might have some legitimacy in court. Any sort of harassment, including providing misinformation regarding the future of their job or benefits.
Voluntarily leaving because of fear of future layoffs doesn't seem very actionable, legally speaking.
A large number of Managers left in August as a result of the low PBGC rates for lump-sum pensions.
That I am not sure of. But I do know that there was a mass exodus 8/31/15- something was feared
It depends. Were the employees given the impression by management, either directly or indirectly, that a layoff was coming/their jobs in jeopardy?
Why didn't they just stay and get the sev package? Doubt they can file a EEOC suit because what they did was voluntary.
