I only ever hear of non Indians getting RIF'd. How is this possible? I would love to see that demographic data

Yes it happens. I think your angst would be better directed with onshore vs offshore. The last big rif earlier this year wiped out an entire onshore dev team to move it offshore.

Please dont hold your breath waiting for it. The company would have to post all terminations by demographics. If the RIF package they DO give a report of how many people over 50 by title and department only
