According to my director there will be several more rounds of large layoffs in ATO over the next few years. They already have it planned out to specific titles at specific times. There will not be anymore EPOs; all involuntary staff reductions.
I think ATO is going to have a LOT of lay-offs the next few years. I was stuck in ATO and could not believe how much of it is data entry and how much of the work is still focused on 2G. Those jobs can't possibly last. On the other hand, the management at those jobs fights tooth and nail against giving other groups access to their servers or automating anything. So, who knows, maybe there are enough backwards thinkers higher up ATO will last.
My recommendation to anyone in ATO is to start taking stuff like Udacity classes and learn JavaScript. You'll likely never use it at AT&T, but you'll make yourself much more employable if you get laid off.
Tomlin Org will have major changes next year.
