every part of AT&T will have layoffs. Only thing that protects much of public sector is the offshoring part. But am sure they'll eventually say they don't need specialty people for public sector in their one size fits all model.

Public sector means Federal, state and local governments. It’s mostly telecom contracts with those entities. HQ is in DC and Va.

What are public sector employees, and what do they do? Serious question.

They provide sales, service, and ordering support specifically for public sector entities, many of which impose challenging regulatory requirements and SLAs on their business partners.

It is very much a specialized area of the business, and one that often can't be offshored.
