Look at AT&T Turbo. Seems like the plan is to purposefully lower the quality of service people recieve and then try to make them pay to get back to the standard they are used to. Always On fits right into this mold.

John, we have spent significant time and money to hammer home the idea that our company’s purpose is help connect people primarily when they CAN’T be in the same place at the same time.
However, in the last year we have forced thousands of people to choose to either uproot their lives with little to no compensation or lose their job because of so-called collaboration.
