Ultimately, our corrupt federal gov't but it's Blackrock that they funnel their business destroying, globalist agenda driven requirements through in order to circumvent laws that do not allow them to dictate corporate culture. JR is just like every other CEO who is at the mercy of Blackrock's investment requirements.
