What's is the criteria for offering severance vs not? Will a rating of 1 in the yearly review disqualify you from severance? ( No PIP)

Not true. A guy in my group just got fired with no PIP. No severance!

no. There is no criteria for getting severance. Only if you are on a PIP can they fire you. Even then you could probably get severance.
