Moves of over 40 miles away will force severance, not firings.
Sometimes it isn't as simple as "just return to the office". Myself and others on my team have been permanently remote since they sold our local WF offices. ROT for me means to pack up and move 5+ hours away... not so simple.

as pointed out, if you are let go because you failed to RTO then you are fired for cause, not laid off. if you don't want to get fired for not coming into the office then come into the office. pretty easy fix.

Not true. This would not be a layoff, this would be a termination due to not meeting mandated job requirements.
Not returning to the office is considered job abandonment.
